Well, actually, every roleplay area was not country specific to begin with on purpose.
"Whether it's New York or Tokyo..." is in the quote to help imply how different the cities could be. There are lots of Vocaloids around the world now (Japanese, English, Spanish, Korean, Chinese, now even French... and don't get me started on UTAUs.) so we never wanted to stick with Japan in the first place.
Putting a board for all the countries (and Japan + Foreign sounds like WE'RE from Japan) will crowd it up as some boards are empty. They're just there in the first place for some sorting when more posts begin to appear. (That's why if you have something in between, hey, just put it one. It's just a guideline that we don't really care if you break.) It's just slight organization and we don't want to go crazy with it~!
